Overview

 

This is a leadership role in shaping Funds Transfer Pricing (FTP) strategy and strengthening its integration with Capital & Balance Sheet Management (CBSM) objectives. This role will also be in charge of Risk-Adjusted Return on Capital (RAROC) and Pricing related intiatives, as well as balance sheet hedging. The role’s progression will further enhance governance, improve decision quality, and strengthen business performance. 

 

Funds Transfer Pricing (FTP) 

  • (a) Design, implement, and maintain the FTP framework / policies / guidelines and methodologies in line with regulatory requirements and best practices.
  • (b) Ensure accurate allocation of funding costs, liquidity premiums, and optionality costs to business units.
  • (c) Perform maintenance and active role in Finance’s IT infrastructure project under the ambit of capital and balance sheet management specific to funds transfer pricing.
  • (d) Provide FTP insights to support product pricing, balance sheet optimization, and business profitability – and recommendation on strategic alternatives for the Bank’s balance sheet optimization such as altering funding structures, adding new asset classes, and risk profile calibration, optimization of net profit margin, cost of funds and spread, while balancing regulatory and internal risk appetite constraints.
  • (e) Business partnering role - Work closely with Business Units, Finance, and Treasury to recommend and execute strategies via ALCO.

 

Risk-Adjusted Return on Capital (RAROC) and Pricing 

  • (a) Oversee RAROC policies and methodologies and pricing related matters for both retail and non-retail business.
  • (b) Oversee development and application of RAROC, hurdle rate and economic profitability metrics.
  • (c) Ensure efficient capital allocation and risk-adjusted performance measurement across businesses.
  • (d) Support management decisions on product pricing, portfolio mix, and strategic initiatives.
  • (e) Partner with Risk and Finance to align RAROC methodologies with regulatory capital and internal models.

 

Balance Sheet Hedging

  • (a) Oversee the preparation of hedging policy for banking book.
  • (b) Prepare the hedging strategy for the balance sheet for recommendation to ALCO and Board to manage profit rate risk.
  • (c) Monitor the effectiveness of banking book hedging and recommend strategies to address ineffective hedging.

 

Specific duties and responsibilities:

  • (a) Manages production of FTP reporting to GMEC/ Business Units (monthly) and ALCO/ BRC (quarterly).
    • Ensure accuracy and completeness of data used in reporting. 
    • Ensure figures reported in workaround/system are checked and reconciled to source system and management accounts where applicable. 
  • (b) Review FTP reports generated and prepared for internal and external stakeholders (where relevant) and examine the reliability of the report.
  • (c) Coordinate FTP working group meeting as a platform of communication with relevant business, Treasury, and risk partners. (d) Analyze products’ yield/ profit margin by line of business and investigate any extreme variances.
  • (e) Review maintenance performed for ALM System to support the reduction of risk, enhancement of control, accuracy and completeness of data used and business process changes throughout the project period.
  • (f) Design hurdle rate for both retail and non-retail business and provide analysis and monitoring to ALCO and BRC and other relevant committees.
  • (g) Design RAROC hurdle rate for the relevant business and provide analysis and monitoring to MCC and BFRC and other relevant committees.
  • (h) Recommend balance sheet hedging strategy during budget process and review the effectiveness of the hedging at all time basis. If hedging is anticipated to no longer being effective, recommendation need to be put on to ALCO and BRC on how to rectify it.
  • (i) Ensure adherence and compliance to all internal policies/guidelines and external regulatory requirements.
  • (j) Prepare Risk Control Self-Assessment on half-yearly basis for submission to Operational Risk Management Department. (k) Supervise day-to-day work of junior level associates.
  • (l) Undertake other ad-hoc tasks as assigned by Supervisors/Head of Department/Management from time to time. 

 

Qualification

  • Bachelor's degree in Accounting and/or Finance or other related field ·
  • Professional certification and qualifications such as ICAEW / ACCA / MICPA / CPA / CFA / MIA etc.

  • Extensive knowledge of Asset and Liability Management (ALM), balance sheet management, and financial risk considerations.
  • Strong understanding of Basel II/III frameworks, liquidity risk management, and regulatory liquidity reporting requirements.
  • Sound business acumen with a strong understanding of banking operations, business performance drivers, and the commercial implications of financial and risk management decisions.
  • Strong quantitative and financial modelling capabilities, including advanced Excel modelling, scenario analysis, and forecasting.
  • Proven leadership and people management skills, with the ability to develop, mentor, and lead high-performing teams while fostering a culture of accountability, collaboration, and continuous improvement.
  • Ability to lead and drive cross-functional initiatives, manage competing priorities, and deliver high-quality outcomes in a dynamic environment.
  • Results-oriented, highly meticulous, and capable of exercising sound judgment in complex business and regulatory matters.
