Deputy Manager, Trade Surveillance, Group Compliance

Summary

Responsible in performing surveillance and enhancing the monitoring mechanism to detect and deter market misconduct. To assist in establishing the Bank’s Chinese Wall and Conflict of Interest policies, and Trade Surveillance Manual and Standard Operating Procedures.

 

Aside from surveillance, responsible to perform end-to-end process of review to identify gaps on regulatory requirements, in particular Bank Negara Malaysia’s guidelines, Security Commission, Capital Market Services Act, Bursa requirements, amongst others.

Duties and Responsibilities

 

Surveillance and Monitoring

  • To develop appropriate program for communication and trade surveillance to identify and monitoring  market misconducts.
  • To perform review and further investigate potential misconduct cases including escalation to Management via  established  governance channels for confirmed misconduct cases.  
  • To investigate potential breaches of Bank policies such as Privacy and Data Protection, Outside business interests, Conflicts of interest, Code of conduct, Personal account dealing when such activities are reported through any channel.
  • To assist in preparing the report for regulatory breaches (or where risk tolerances have been breached) to HOD, Management and relevant regulators.
  • To assist  with the design and development of reports used for monitoring  and periodically review the parameters to reduce false positive alerts.
  • To support any ad hoc data retrievals and reviews from surveillance system.
  • To timely complete the investigation and report on the positive alert cases according to the established turnaround time.
  • To assist supervisor in managing and administering the department deliverables
  • To apprise Head of Division (HOD) on new/revised requirements through monthly briefing and reporting.
  • To advocate adherence and compliance to all external regulatory requirements and internal policies / guidelines to the Bank’s staff.
  • Liaison to seek clarifications with regulators on regulatory related matters.
  • To advise BU/SU on compliance related enquiry/ clarification where incumbent is the subject matter experts.

 

   Policies and Procedures

  • To assist in developing the Bank’s China Wall Policy and Conflict of Interest Policy
  • To establish and document the Trade Surveillance manual and the Standard Operating Procedures
  • To periodically review the adequacy and effectiveness of the policies; and recommend process and control enhancements as and when required.

 

   Regulatory Affairs

  • To ensure all communications (i.e. queries, surveys, letters, exposure drafts) by regulators are attended to within the stipulated deadline.
  • To review gap analysis for exposure drafts on guidelines from regulators.
  • To initiate/ conduct engagement with regulators and/or stakeholders to attain better insight on regulation.

 

  • To assist in updating, compiling and consolidating monthly Compliance Management report to be tabled in the relevant Management and Board Committee meetings.
  • To conduct briefings on new regulations assigned to the Chief Compliance Officer (CCO) and Deputy Chief Compliance Officer (DCCO) on monthly basis.
  • To develop / lead compliance / regulatory requirements projects as and when required.
  • To adopt and execute the process improvement / enhancement initiatives in daily operation.
  • To contribute for RCD SAPJAM by supplying featured articles and/or sharing of industry news/compliance topic.  
  • Any other duty / assignment as and when directed / assigned by the superior from time to time.
