Manager, Data Management Unit
Summary
IT Data Management (DMU) is a department within Technology service, Group Digital Division of Bank Islam which consists of 3 main teams of Data Management System, Data architecture, Data Analytic and Data Quality. Primary functions of DMU are supporting Bank Islam RDW (Regulatory Datawarehouse), ETL tool (IBM Infosphere) and other downstream BNM reporting systems such as CAFIB reporting, BASEL II and III reporting, LCR reporting, BNMISS reporting, and CCRIS reporting.
Key Responsibilities
Governance
- Design, implement, and manage a comprehensive data governance framework to ensure data quality, consistency, security and compliance
- Establish processes for metadata management, data lineage tracking and MDM (Master data management)
Regulatory compliance
- Develop and maintain system to meet BASEL III reporting requirement, including RW (Risk-weighted) asset calculations, liquidity coverage ratios, and capital adequacy reporting.
- Support and doing internal development for ALM (asset liability management) system for LCR, NSFR reporting. Not limited to behavioral balance sheet and future cash flow forecasting, in terms to ensure Bank is compliance toward BNM regulations namely Liquidity Risk Policy Document and changes towards policy document for the interest rate and Rate of return risk in the banking book.
- Build and maintain data pipelines and analytics tool for ALM (asset liability management system), focusing on profit rate risk, liquidity management and cash flow forecasting
- Collaborate with Risk management, finance and GDD teams to automate regulatory reporting workflow for EDW (enterprise data warehouse)
- Monitor Regulatory updates to ensure compliance with evolving standards
- Support treasury, risk management team and finance team by providing accurate and timely ALM insights and dashboards.
Climate change and ESG reporting
- Develop data systems to support ESG and climate-related reporting, ensuring alignment with BNM frameworks.
- Aggregate, analyze and visualize sustainability metrics to meet regulatory and stakeholder requirements.
General data management and Analytics
- Develop and maintain robust data integration processes across multiple platforms for on-premise and cloud applications
- Build dashboards and visualizations using tools like power BI or Tableau / Cognos to enable data-driven decision-making
- Collaborate with Cloud COE teams to optimize data storage and analytics solution on platform like AWS.
Duties and Responsibilities
- Provide periodical status report to head of DMU to ensure BNM and other regulatory systems reports are timely delivered
- Capable to set priorities, provide assessment, coordination, progress update and deliver customer satisfaction for change request and query raised by business stakeholders, and report to ITBRM when applicable
- Supporting any system enhancements and projects under Data Management custodian such as Regulatory Data Warehouse (RDW) system, Data Cleansing
- Tools and Management/Regulatory reporting (for e.g., CCRIS, BNMISS Phase1B, MFRS9, DQF, DCT, RMS , ETL platform and ALM etc.). by identifying relevant data elements required from any source systems (for e.g., CBS, FOS/FAST, RDW, TPP, Quantum, SAP etc.) and develop the program/package to extract the data according to the specification requirements laid out in the requirements specification
- Provide guidance in identifying and defining data requirements to project team to ensure the integrity, confidentiality, quality and security of data are in order.
- Proficiency in setting up and managing CI/CD (continuous integration/Continuous deployment) pipelines.
- Lead the team to deliver the project being assigned within project timeline with quality and accuracy of data
- Capable to Lead, manage, drive and motivate staff to be more competent and motivated towards an excellent service quality to customers at all times
- Demonstrate the highest level of professionalism and efficiency in handling and resolving customers’ complaints and issues

- Capable of preparing and reviewing technical document such as System architecture and Design specification for Enterprise architecture team, technical specification, deployment and SDLC document for enhancement and project implementation as well as for internal training purpose
- Responsible to be assigned to work on any other application other than the one currently defined in the JD
- Responsible to comply Group Data management Policy, Group Data Classification & Handling Guideline, IT policies and Technology Risk and Cyber Resilience Policy.
Specific Skills/Knowledge and Certification Required
1) Programming Languages
- Strong programming skills in SQL and database queries
- Proficiency in Python or R
- Hand-on experience with cloud platform (Aws is a must, Azure or GCP)
- Proficiency in data visualization tool (Power BI, Tableau)
- Experience in data governance tool (Informatica, IBM IIS, Talend) will be added advantage
2) Databases - MS SQL,PostgreSQL, MySQL, Oracle
3) Certification
- Cloud certifications – eg AWS certified developer (Optional)
- ITIL/TOGAF – for enterprise architecture understanding (Optional)
4) PREFERRED domain knowledge:
- Familiarity with ALM platform such as Liquidity risk, Interest rate risk and balance sheet management
- Knowledge of regulatory framework such as BASEL III, MFRS9 and CCRIS
- Experience in financial risk management and ALM tools.
- Familiar with EG data analysis and sustainability reporting
5) Soft Skills

6) Exposure to Data Warehouse and BNM reporting is an added advantage
7) Must have supervisory experience, ability to plan, execute and control projects implementation progress and status.
8) Work closely with program manager and project manager to ensure project delivered on time.
