Duties and Responsibilities

 

The Head of Credit Assessment and Review is responsible for leading and managing the evaluation, review, and restructuring of credit proposals and accounts within the SME Banking Division. This role involves ensuring compliance with internal policies, regulatory requirements, and facilitating timely decisions on new credit proposals, enhancements, and the review of existing accounts. The position ensures that the bank maintains a high standard of credit quality while protecting its interests and ensuring customer satisfaction.

 

  • Evaluate the "Credit Proposal" for new and enhancement applications and seek approval from the respective Financing Committees.
  • Authorize applications for SJPP (Small and Medium-sized Enterprise Guarantee Program) guarantee coverage for approved credit.
  • Verify and sign off on the Letter of Offer (LO) to formalize the credit offer.
  • Ensure that credit proposals align with the bank’s risk appetite and attract quality customers.
  • Ensure compliance with all processes, terms, and regulatory requirements within the standard turnaround time (TAT).
  • Oversee the management of concluded deals, ensuring they remain performing and generate expected returns.
  • Ensure strict adherence to internal policies, guidelines, and external regulatory requirements.
  • Maintain proper tools and systems to track and monitor the status of applications and timelines effectively.
  • Evaluate annual reviews of customer facilities under FCB/FCB authority and seek approval from relevant Financing Committees.
  • Evaluate requests for the Rescheduling and Restructuring (R&R) of existing accounts and determine the appropriate course of action.
  • Ensure all accounts under the portfolio are reviewed in a timely manner, with updated business status for accurate risk assessment.
  • Monitor and take appropriate action for extensions of reviews when necessary.
  • Develop and implement workable work-out plans for R&R cases that protect the bank’s asset quality while being feasible for customers.
  • Liaise with the Senior Management Team (SMT) to ensure the timely submission of customer documents for reviews and R&R cases.
  • Establish and maintain tools and systems to track, monitor, and ensure timely execution of all reviews and R&R activities.
  • Timeliness and quality of credit proposals evaluated and submitted for approval.
  • Adherence to risk appetite and compliance with policies and regulatory requirements.
  • Success rate of R&R cases, ensuring customer satisfaction while protecting the bank’s interests.
  • Efficient monitoring and tracking of applications and accounts using established tools.
  • Maintaining the quality of the loan portfolio and minimizing defaults or non-performing loans.

 

Job Requirements

 

  • Bachelor's degree in Finance, Economics, or a related field. A professional certification (e.g., CFA, Credit Risk Management certification) is an advantage.
  • Minimum 10 years in credit assessment, review, and risk management in a banking environment, with at least 5 years in a leadership role.
  • Strong understanding of credit risk, regulatory requirements, and SME banking operations.
  • Excellent analytical and decision-making skills.
  • Strong leadership, interpersonal, and communication skills.
  • Proficiency in credit assessment tools and banking software.
  • Ability to manage multiple tasks and prioritize effectively in a fast-paced environment.
